In the Jan. 19, 2023 Civil District Court hearing, Keith Michael Early accused Forest City Police Officer Troy Scroggs of “Alienation of Affection” from his wife, Samantha Early. During his testimony, Scroggs admitted conducting the sexual affair with Samantha Early while he was on duty. A videotape was entered into evidence.
Judge Ali B. Paksoy, Jr. presided over the hearing which resulted in a dismissal with prejudice. Scroggs was ordered to pay $1000 and made an apology.

Human Resources did not identify any of the disciplinary incidents.
Scroggs is still employed by the Forest City Police Dept.
