Arms Smuggling in RC? Were our 2011 County Commissioners & EDC Complicit?

Were international arms trafficking operations happening in Rutherford County, N.C. in plain sight?

A number of legal documents – including several formerly-sealed affidavits from the Federal Bureau of Alcohol, Tobacco, and Firearms – were recently attained by Foothills Catalyst that describe a shocking international weapons trafficking operation that was hiding in plain sight in the middle of Rutherford County.  Hundreds of thousands of military grade assault rifles and equipment were being manufactured and shipped from a facility located in the middle of Spindale, N.C. to governments and militias across the world beginning as early as 2011.

Press_Release_Manroy_1_29_13

As described below, our 2011 local officials, (CHAIRMAN BILL ECKLER, VICE CHAIRMAN JULIUS OWENS, SUSAN CROWE, EDDIE HOLLAND, ROGER RICHARD), quietly approved this operation despite a litany of pending federal criminal investigations involving this operation, and  additional federal investigations and criminal charges that followed that were not revealed in public.

LOCAL OFFICIALS WELCOME INTERNATIONAL WEAPONS MANUFACTURING OPERATION

In 2002, Guy Savage formed Sabre Defense Industries LLC in Nashville, TN to manufacture and sell weapons to the United States government, foreign governments, and military groups.  By 2011, Sabre was under investigation for illegal arms trafficking to foreign governments (with claims that weapons were being sold to terrorist organizations that were hostile toward the United States and our allies).  In an effort to sidestep those investigations and continue with its lucrative arms sales business, Sabre created and transferred all of its assets to two other companies, i.e., Manroy USA, LLC and Diamond Tactical LLLP.

As this was happening, Manroy entered into discussions with local officials in Rutherford County and Spindale who authorized Manroy to establish – and fund – a new manufacturing plant at 159 Yelton Street, Spindale, NC to facilitate Manroy (and some of Diamondback’s) operations.

In a 2011 press release from the Rutherford County Economic Development Commission, local officials described the level of involvement the county would have in the training, staffing, and recruitment to support this project:

“Diamondback Tactical is moving its manufacturing business within Rutherford County, making way for Manroy USA to occupy the Yelton Street building.

Manroy USA bought the plant in Spindale in August, and company officials want to be in Rutherford County in early fall to start doing business. Diamondback was leasing the building on Yelton Street.”

“Diamondback officials will work with Isothermal Community College and Isothermal Planning Development Commission’s workforce program to train and recruit workers. Applications for the jobs at Diamondback are being received at the plant in Spindale and through the Employment Security Commission on Trade Street in Forest City.”

2013 Rutherford Economic Development Press Release

Initially, Manroy had received authorization from both the President of the United States and the Department of Defense to conduct its operations.  However, in 2013, the U.S. government withdrew permission for Manroy to sell weapons to several countries, such as Bahrain and East Timor, stating that “it is not in the Foreign Policy/National Security Interests of the USG to approve this license at this time.”  Instead of complying, Manroy continued selling weapons to those countries (along with other countries and individuals), but attempted to conceal their actions.

Although those efforts were ultimately unsuccessful, Rutherford County officials continued investing significant tax dollars into promoting and expanding Manroy’s business operations.

FEDERAL AGENTS DISCOVERY AND PROSECUTE INDIVIDUALS FOR INTERNATIONAL ARMS TRAFFICKING OPERATION IN SPINDALE

By late 2013, multiple federal law enforcement agencies were surveilling Manroy, its owners, and its employees.  In doing so, agents quickly discovered that Manroy was unlawfully trafficking weapons to hostile countries (and militia groups) and attempting to conceal these actions and avoid prosecution by utilizing many of the same tactics that had been employed by Sabre in Nashville.  Those efforts involved, for example, fabricating and destroying records, selling entire weapons in a disassembled form in an attempt to skirt laws and regulations, creating new entities to make the sales (which county officials also promoted through various means, including financial assistance), etc.

By 2015, federal prosecutors began filing criminal charges for illegal arms trafficking against a tremendous number of individuals across the country and locally, including individuals who worked in the Spindale plant and the county.  Some of those charges resulted in quick convictions, while others took until the early 2020s to conclude.

The unlawful activities and criminal charges that followed resulted in the closure and asset liquidation of Sabre, Manroy, and several large international weapons manufacturers that made waves throughout the entire arms industry.

MANY QUESTIONS, BUT FEW ANSWERS

While there are many facets of this story, one of the most puzzling aspects is how weapons were being manufactured in and unlawfully trafficked from Spindale to governments and militia groups across the world with virtually no one in Rutherford County having any knowledge of what was occurring.  An equally concerning question is whether our local officials were aware of the federal investigations and unlawful activities involved with Sabre before agreeing to assist Manroy in setting up their operations in Spindale, and whether (and when) they knew that these same activities occurred here.

Perhaps the most important question, however, is what capital investments, tax breaks, and other incentives were provided by our local government, and what financial costs were incurred by the county and its citizens, to fund this unlawful operation.

Because no reference has been found to date on this situation in any of the past County Commission’s minutes, these questions remain unanswered.  However, in light of the current Commissioners’ recent (and puzzling) insistence that Rutherford County is unable or unwilling to fund a growing list of basic services needed by the community, this past situation (along with the substantial financial investments associated with it) raises serious concerns regarding transparency that must be explained.  Given the magnitude of what transpired – and never disclosed – here, it is difficult to envision any realistic way to understand the state of our county’s finances, the candor of our current representatives, or to have any hope of rebuilding trust in our elected officials without initiating a full and independent audit.

Additionally, the funding of our Economic Development Commission should be scrutinized.

Until then, Foothills Catalyst will report on additional information regarding these matters as it becomes available.

Food Truck Review:  Carolina Catfish Company (Spindale)

Combo Catfish and Chicken Plate

Spindale- I have been seeing social media posts about a food truck in Spindale selling fried catfish and fried bone in chicken. I do love good bone-in fried chicken and catfish is one of my favs. (I loved Scoggins catfish……miss them so much, sigh.)

I had to go do a Walmart grocery pick up so I decided to try them out. It was a silver food trailer parked in the empty lot beside the old dry cleaners in Spindale. It is between the church and Wayne’s. They are open from 11:30 am – 8:00 pm or until they run out of food.

The name on the trailer was Carolina Catfish & Mighty Fine Chicken Too. Since I wanted to try both the fish and the chicken I ordered a combo. It costs $16.00 which seems pricey (inflation is getting to all of us) but it does come with slaw, beans, fries, 2 chicken pieces, and 2 pieces of catfish.

The catfish tasted like old time fish camp fried catfish. It had a salty cornmeal type breading that complimented the tasty soft texture of the fish. The chicken was also delicious with an old fashioned breading that was satisfyingly crunchy when biting into the tender chicken.

The fries were good. I am not a big fan of slaw but it was a white slaw and my husband said it was good. The beans were seasoned. All in all I have to say I did like it.

Fried Catfish

The owner Jimmy Collins, said he will try to be at the Spindale location on Saturdays and Sundays unless he has a previous booking as he does do catering and such. He will not be there Saturday the 16th as he has to be somewhere else that day.

Fried Chicken

I have not found a facebook page yet but you can call him at 828-305-0026 to see where he will be set up next or to talk with him about catering your next event. If you like fried catfish and bone-in fried chicken he is worth checking out.

Help us identify a golf cart thief ****

On 07/08/2022, at approximately 3:21am an unknown white male enters a property off of Oakland Road, in Spindale and helped himself to the owner’s golf cart. The golf cart should have damage to the front end from where the thief wasn’t aware of his surroundings.

If you know who the male is, please contact the Rutherford County Sheriff’s Office Criminal Investigation Division.

Carolina Cafe in Spindale – Restaurant Review

Tonight I had the pleasure of going to Carolina Café in Spindale to eat. I saw where they had expanded their hours to 7:30 pm on Friday and Saturdays and decided to give it a try. Previously they were only open Mon-Fri from 7-2.

I am so glad I went. It’s a place that makes you feel welcome from the moment you see it. From the brightly painted window scenes to the comfortable seating it just seems to be a place where the locals all know each other and make newcomers welcome.

I have had their breakfast before, but have never tried lunch or dinner there. Their breakfast is excellent with waffles, French toast, pancakes and the usual breakfast foods. Breakfast is served all day except for pancakes that end at 11 am. I will say the blueberry pancakes are my personal favorite there. (Breakfast is not served on Saturdays when they open from 11:30 to 7:30)

Tonight I had the ribeye steak with macaroni and fried okra. The steak was perfectly cooked and beautifully seasoned. The macaroni was very cheesy and the okra breaded and fried with just the right blend. My companions got the ribeye steak with fries, hamburger steak, beautiful crunchy onion rings, and a side salad. They go there frequently for the delicious hamburgers (their exact words).

All in all it was an extremely pleasant experience. We did have to wait a bit as we got there during a rush of orders but the waitress got our drinks and checked in with us frequently while we waited. I must say it was worth the wait.

Mike and Linda Spina

Mike and Linda Spina, the owners, came out to speak with us and make sure the meal was to our satisfaction. They apologized about the wait and said they were getting the dinner rush figured out and that it would get better. They sold out both nights on their ribeye special. I think they did a great job for just the second time doing this.

If you get a chance, check them out. They are located on 584 E. Main Street in Spindale. (directly across from Barnes King Tire Company) Just look for the brightly painted windows and full parking lot. Enjoy and have fun – we did.

Silence Speaks Volumes When It Comes To Politically Endorsing D.A. Ted Bell

May 6, 2022

As everyone in District Attorney Ted Bell’s district is aware Mr. Bell recently sent out a district wide political mailer stating that the heads of all law enforcement unanimously endorsed him in the race for the office of D.A. in the upcoming May 17th primary election.

Ted Bell’s Political Mailer

The reason this is so very important at this time is that this primary decides who the next District Attorney will be as there is no Democrat party opponent.  The race is strictly between Mr. Bell and Marion Attorney Krinn Evans.

D.A.Ted Bell with Judge Randy Pool

There have been numerous complaints and concerns about Ted Bell’s performance as the District Attorney for the past seven (7) years of his administration. The most recent being his apparently “protection” of former Judge Randy Pool. So it was surprising to see him claim that the head of every law enforcement agency in his district endorsed his candidacy.

The real surprise being that it is actually against the law to politically endorse a candidate if you or your department receive any federally funded grants or monies. All of these named officials departments receive federal funding in some form.

Mr. Bell knows about the restrictions and penalties of violating the Hatch Act, yet he still went with this advertising campaign putting each official and their department in potential jeopardy. After having it brought to his attention he tried to “walk it back” on Facebook with a post saying that they were “personal” endorsements, not official ones. Hummm….not what the flyer received in the mailbox  (shown above) said.

Mr. Bell has not posted any written endorsements by any of these officials. Each official was contacted multiple times via email and asked specifically if they endorsed Mr. Bell. Now be advised each of these officials work for the taxpayer and are answerable to them. Silence from all but one……..

Marion Police Chief Allan Lawrence did answer the request for comment saying “ The only position that I have taken in this matter has been an indication of personal support for the current District Attorney’s office.” He specifically used the word “office” not “person” or “political”. I have to take a minute and congratulate the people and city of Marion for having a Chief with such integrity to be brave enough to stand up and state publicly exactly what he said.

These are the “SILENT”  ones,

Chief Clint Ingle of Rutherfordton Police Department (who it appears recently removed a banner with Ted Bell’s image on it illegally at Ted Bell’s request),

SILENT!

Spindale Police Chief Eric Shelton

Chief Eric Shelton of Spindale Police Department,

SILENT!

Chief Chris LeRoy of Forest City Police Department,

SILENT!

LLPD Sean Humphries

Chief Sean Humphries of Lake Lure Police Department,

SILENT!

Old Fort PD Chief Melvin Lyle

Chief Melvin Lytle of Old Fort Police Department,

SILENT!

Sheriff Chris Francis

Sheriff Chris Francis of Rutherford County, and

SILENT!

McDowell County Sheriff Ricky Buchanan

Sheriff Ricky Buchanan of McDowell County have all remained suspiciously quiet.

SILENT!

These officials have not replied to multiple emails asking about their professional versus personal endorsements of Ted Bell.   Even after being told that they could be reported for violating the Hatch Act. I do understand that they have in fact been reported for investigation to the U.S. Special Council for violating this law due to the fact that they have remained silent.

A violation of this can result in dismissal and loss of funding for the official/department found in violation. It is a very serious charge with very serious consequences. Mr. Bell has in fact, by doing this, put his entire district in jeopardy.

Their silence on this matter does not release them from this, quite the contrary. It makes them seem guilty. I do feel for them as they are proverbially caught between a rock and a hard place. If they confirm, then they are guilty of breaking the law, if they don’t then they are guilty of confirming that D.A. Ted Bell was lying about their endorsements and since he continues in his position until January it could make making working with him very difficult.

Either way Ted Bell has put them in an untenable position. It is hard to believe that only one of these gentlemen “manned up” and actually answered the question asked. What does that say about the leadership of law enforcement in our communities? Silence in this instance is not golden.

Transparency must be returned to our governing bodies. It starts with you. Vote!

Your vote in tis primary determines who our next District Attorney will be. Vote for honesty and transparency.

Early voting continues until May 14th. Final voting in this primary is May 17th.

I hit my culinary trifecta on Thursday.

The thought of Wayne’s fried boneless pork chops actually made me turn around to go back and get some lunch. The parking lot was full, but Wayne has a great friendly and efficient staff. The food is delivered fast, but it isn’t fast food.

My perfectly fried chops were well-seasoned and just the right bit of black pepper and fried without being greasy. Could have had gravy over it, but I declined. He offers the chops grilled as well.  Well beyond my friend’s comprehension, I love fried okra. These were freshly cooked and were delicious.

But the piece de resistance was the macaroni and cheese. Good ole baked macaroni and cheese with chunks of cheddar cheese like my grandma used to make for church socials. Hmm, hmm, good.

Thanks, Wayne for good Southern comfort food.

ARMED ROBBERY

Just after 2:00 pm this afternoon, Spindale police responded to an armed robbery at the Dollar General located at 539 West St, Spindale, NC 28160. Upon arrival officers were told that a white male entered the business and proceeded to walk behind the check-out counter where he displayed a firearm and demanded money from the register.  After obtaining an undisclosed amount of cash, the suspect left the business in an older model tan in color single cab Ford truck with a green stripe.  Last known direction of travel was north on Railroad Ave.   No injuries were reported during the robbery.

Suspect:
White male, wearing black hoodie, red ball cap (on backwards) sunglasses, and a surgical mask.  Additionally, the suspect wore black jeans, and gray tennis shoes.  The hoodie had an American flag displayed on the front.

Suspect vehicle:
Older model Ford truck tan in color with a green stripe.

Good Eats: Spindale’s Newest Addition “Circle B BBQ”

Spindale, NC – Spindale just keeps getting it right with restaurants. Their newest addition is Circle B BBQ located at 135 West Main Street in the former Fat Tracy’s location near Barley’s Taproom.

Owner Tim Brigman has been doing catering and working out of his food truck for several years building a great local following for his smoked barbeque and grilling techniques.

He finally has settled down in a brick and mortar building where his slow cooked pork, brisket, and chicken is available on a regular basis. (Open Tuesday-Thursday 11:00- 8:00 and Friday-Saturday 11:00-9:00)

His smoky pulled pork is juicy and moist even without his signature smoky vinegar based sauce but the sauce complements it perfectly. He has said that he is experimenting with several sweet sauces and plans to have them on the menu soon for those who prefer it.

BBQ Sandwich and Hushpuppies

His pulled chicken sandwich is delicious all by itself. I must say I have not found one quite like it in this area.

Smoked Pulled Chicken Sandwich
Mac and Cheese

The fries are crisp, hush puppies are crunchy outside with a nice soft center and the macaroni is the cheesiest I have had outsides of my grandmother’s house.

The star of this show however is the brisket. It has the perfect pink smoke ring and is moist and tender. The portions are generous and the sandwich melts in your mouth. He is keeping his menu short and simple for right now but does plan to expand in the future.

Slow Smoked Brisket Sandwich and Fries

If you get a chance it is definitely worth checking out. Call for 828-395-2140 for your take out order or catering needs.
